Traditionally, it is the job of the bride‘s parents to send out printed engagement announcements. They may use the local paper too. In modern day, phone calls and emails are acceptable as they are practical.

Hosting an engagement party where you can then make your formal announcement of your engagement is elegant and thoughtful. That way, everyone can know at once and not hear through the grapevine.
A good idea is to add an invitation card to an engagement party with your engagement announcement card, if you wish. It is optional.
The Engagement Party Invitation Wording should be simple, making no mention of wedding date or location, wedding website or registry etc.
