Follow up your invitation with a phone call (before the dinner--sometime in the preceding 7 days is probably fine) to find out if they're coming. If they continue to dissemble, gently suggest, "Let's call it off for this time, then, and try again in the future when your schedule isn't so full."

Unless they have a good reason not to rsvp (it got lost in the mail, their phone wires were accidentally cut, they were robbed of their mobile phones)...I suggest you think twice before inviting them again.

Maybe after they have proven this is a habit.
